The Office of the Special Prosecutor (OSP) has filed criminal charges against\u00a0seven individuals and three companies, including the former CEO of the National Petroleum Authority (NPA),\u00a0Mustapha Abdul-Hamid.<\/p>\n

This is over a sprawling extortion and money laundering scheme involving over\u00a0GH\u00a2280 million.<\/p>\n

In a statement issued on\u00a0Thursday, July 17, the OSP detailed the charges, which stem from investigations launched in late 2024 into alleged diversions of public funds within the petroleum sector.<\/p>\n

According to the OSP, between\u00a02022 and December 2024, Abdul-Hamid, alongside\u00a0Jacob Kwamina Amuah\u2014then Coordinator of the Unified Petroleum Pricing Fund\u2014and\u00a0Wendy Newman, an NPA staff member, orchestrated a criminal scheme to extort payments from petroleum transporters and oil marketing companies.<\/p>\n

\u201cThe scheme\u2026 lacked any lawful mandate and exploited their positions within the NPA,\u201d the OSP stated, adding that\u00a0GH\u00a2280,516,127.19\u00a0was unlawfully collected under the guise of regulatory operations.<\/p>\n

The statement further disclosed that Amuah directly handed\u00a0GH\u00a224 million\u00a0to Abdul-Hamid, while\u00a0GH\u00a2227.2 million\u00a0was channelled through Newman under Amuah\u2019s instruction.<\/p>\n

The remaining accused persons\u2014directors of\u00a0Kel Logistics,\u00a0Kings Energy, and\u00a0Propnest Ltd.\u2014allegedly laundered the illicit proceeds through the acquisition of properties, the construction of fuel stations, and the purchase of oil trucks.<\/p>\n

\u201cThese companies were created and used to conceal and disguise the origin of criminal proceeds,\u201d the OSP revealed.<\/p>\n

In all, the ten accused\u2014comprising seven individuals and three companies\u2014face\u00a025 counts<\/strong>\u00a0including\u00a0Extortion by a Public Officer<\/strong>,\u00a0Conspiracy to Commit Money Laundering<\/strong>, and\u00a0Money Laundering<\/strong>, under relevant provisions of the Criminal Offences Act and the Anti-Money Laundering Act. A director of Kel Logistics,\u00a0Osei Tutu Adjei<\/strong>, is currently on the run.<\/p>\n

The accused persons have been apprehended and are expected to appear before the High Court for their pleas to be taken. The OSP reaffirmed its determination to \u201cprosecute corruption-related offences without fear or favour.\u201d<\/p>\n
