{"id":8440,"date":"2024-10-04T14:26:36","date_gmt":"2024-10-04T14:26:36","guid":{"rendered":"https:\/\/www.fishfmonline.com\/?p=8440"},"modified":"2024-10-04T14:26:40","modified_gmt":"2024-10-04T14:26:40","slug":"no-mp-should-be-appointed-as-minister-martin-kpebu","status":"publish","type":"post","link":"https:\/\/www.fishfmonline.com\/?p=8440","title":{"rendered":"No MP should be appointed as minister \u2013 Martin Kpebu."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Private Legal Practitioner, Martin Kpebu has called for the repeal of Section 1 of Article 78 of the 1992 Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The provision requires the President of Ghana to appoint majority of his ministers from among parliamentarians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kpebu made the call on  Thursday, October 3, while backing the demand for a constitutional review, explaining that the \u201cconstitution needs a lot of heavy substantial amendments.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to him, members of parliament who double as ministers of state use their positions to acquire funds from private institutions that they award contracts to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He alleged that ministers receive 10% or more shares of the money paid to contractors by the state when they so arrange the contracts.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"ose-youtube ose-uid-4694bcadd93e62ac135739dae3b69e80 ose-embedpress-responsive\" style=\"width:400px; height:400px; max-height:400px; max-width:100%; display:inline-block;\" data-embed-type=\"Youtube\"><iframe loading=\"lazy\" allowFullScreen=\"true\" width=\"400\" height=\"400\" src=\"https:\/\/www.youtube.com\/embed\/bXGk-miHAt4?feature=oembed&color=red&rel=0&controls=1&start=&end=&fs=0&iv_load_policy=0&autoplay=0&mute=0&modestbranding=0&cc_load_policy=1&playsinline=1\" frameborder=\"0\" allow=\"accelerometer; encrypted-media;accelerometer;autoplay;clipboard-write;gyroscope;picture-in-picture clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen referrerpolicy=\"origin\"><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said, \u201cI hear nowadays it is becoming very clear that they don\u2019t like deputy ministerial appointments because a deputy minister does not have much of a voice, doesn\u2019t get much., right, so everybody wants to be a minister because that is where when you award contracts you will get 10% or more.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe members of parliament go to parliament in the hope of being appointed ministers of state because that is where they will make money. So, this is the one we want to amend so that an MP cannot be a minister.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that the members of parliament again should not be appointed members of the governing boards of any of the state institutions or organisations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to him, members of the board act as middlemen for private institutions who apply for contracts from state institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd number two, a very huge part- an MP cannot be a board member of the state-owned enterprises and institutions. Some of the MP\u2019s when they [make] them chairman of let\u2019s say National Petroleum Authority, just [as] board member alone, they become lobbyists for these institutions and that\u2019s how they make money.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martin Kpebu therefore called for a repeal of this law, among others, if the constitution is reviewed.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Private Legal Practitioner, Martin Kpebu has called for the repeal of Section 1 of Article 78 of the 1992 Constitution.
