Audit Service recovers GH¢24.95m in unearned salaries, irregular payments – GACC

The Ghana Audit Service recovered about GH¢24.95 million in unearned salaries and other financial irregularities in 2025, according to the Ghana Anti-Corruption Coalition’s State of Corruption Report 2025.

The report says the recoveries form part of efforts by the Audit Service to strengthen financial accountability and address irregularities identified through its audits.

It says the Service recovers approximately GH¢10 million out of GH¢150.36 million in unearned salaries, allowances and other financial irregularities linked to 2,408 separated staff following a nationwide payroll audit.

“The Ghana Audit Service strengthened financial accountability through timely audit reporting and recoveries from payroll and financial irregularities. The Service recovered approximately GH¢10.00 million out of GH¢150.36 million in unearned salaries, allowances and other financial irregularities linked to 2,408 separated staff from a nationwide payroll audit in 2025.”

The Audit Service also recovered an additional GH¢14.95 million in unearned salaries and irregular payments through routine audits conducted across the country.

“It also recovered GH¢14.95 million in additional unearned salaries and irregular payments through routine audits conducted nationwide; CHRAJ and the Office of the President contributed through policy review processes and decisions on high-profile corruption allegations.”

The report says these interventions demonstrate progress in the recovery of public funds and the strengthening of financial accountability.

However, the GACC maintains that persistent financial irregularities continue to expose weaknesses in Ghana’s public financial management systems, requiring stronger enforcement and preventive measures.

The coalition’s assessment forms part of its broader review of the country’s anti-corruption efforts in 2025, which identifies progress in audits and recoveries but also highlights continuing gaps in implementation and enforcement
