Bawumia proposes constituency-based budgeting model for Ghana

Former Vice President and New Patriotic Party (NPP) flagbearer hopeful, Dr. Mahamudu Bawumia, has outlined a new proposal to overhaul Ghana’s budgeting system, pledging a more localised and transparent approach to development financing.

Speaking on the campaign trail in the Ashanti Region on Thursday, September 11, 2025, Dr. Bawumia said his plan would move Ghana away from the current national-centred framework toward a constituency-based budgeting model.

“I am bringing a new model to our budgeting framework in Ghana. I want us to move from the current framework to a constituency-based framework. With this, every constituency will be featured in the budget, and the management of that budget will come at the constituency level,” he explained.

He added that the proposed system would ensure development funds and contracts are directly tied to constituencies, enhancing transparency, accountability, and impact.

“So, when we are awarding a contract, you will know that it is coming straight to your constituency so that you manage it from there. That will help elevate each constituency to drive development for all of us,” Dr. Bawumia said.
