PURC increases electricity tariffs by 1.14%, maintains water tariffs for Q4

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% upward adjustment in electricity tariffs for the fourth quarter of 2025, effective October 1, 2025.

In a statement issued on Tuesday, September 23, 2025, the Commission said water tariffs will remain unchanged during the period.

The adjustments, according to the PURC, were made under its Quarterly Tariff Review Mechanism, which ensures tariffs reflect changes in key economic indicators beyond the control of utility service providers.

“These adjustments are undertaken quarterly to maintain the real value of the tariffs and to keep the utility service providers financially viable to enable them to deliver on their services to consumers,” the statement read.

The PURC explained that the review considered several variables, including:
  • Exchange rate movements — applying a projected weighted average of GHC12.37 to $1, factoring in previous under-recoveries.

  • Domestic inflation was pegged at an annual average of 12.43% for the fourth quarter.

  • Cost of natural gas, which remains at an approved Weighted Average Cost of Gas (WACOG) of $7.71 per MMBtu.

  • Generation mix, which stays unchanged with 28.8% hydro and 71.2% thermal power supply.

The Commission said the slight increase in electricity tariffs was necessary to reflect the Cedi’s depreciation and inflationary trends while keeping the sector financially stable.

The decision means consumers will see marginal changes in their electricity bills beginning October 1, while water tariffs remain the same.
